This bill creates a pilot program through the Federal Emergency Management Agency to help cities better map and manage urban flooding risks. The program will award grants to twelve cities of varying sizes across the country—selected based on population and geographic characteristics like coastal location—to develop improved flood mapping tools and make that information publicly available to homeowners, businesses, and local governments. Each selected city or stormwater management authority will have eighteen months to complete their mapping project and must report back to FEMA on their progress and lessons learned. The federal government will cover up to seventy-five percent of project costs, with a total of 1.2 million dollars authorized for fiscal year 2026 and 4.3 million dollars for fiscal year 2027, with those funds remaining available through 2029.
