The Rebuild America's Health Care Schools Act of 2024 expands what Medicare will reimburse hospitals for nursing and allied health education programs. Under current rules, Medicare only covers certain direct costs for these training programs, but this bill allows hospitals to also claim indirect costs and costs incurred by related organizations under common ownership or control. The legislation applies to cost reporting periods beginning after the bill's enactment and affects hospitals that operate or partner with nursing and allied health education programs licensed by states or accredited by national organizations. The bill also requires the Department of Health and Human Services to issue implementing regulations within 120 days and prohibits Medicare from recouping any approved education costs going forward, with refunds required for amounts previously recouped over the past six years.
