This bill would authorize the President to impose sanctions against Chinese police departments and individuals seeking to establish a Chinese police presence in the United States. The sanctions would apply to Chinese provincial and municipal police departments, their senior leadership, and anyone working to set up or maintain Chinese police operations or surveillance activities on U.S. soil, including efforts by China's United Front Work Department to covertly monitor Chinese nationals in America. Affected individuals would be barred from entering the United States, have their visas revoked immediately, and face asset freezes if they have property in the country, while organizations and departments would have their U.S.-based assets blocked. The President would have the ability to waive these sanctions on a case-by-case basis for up to 30 days if certifying that doing so is vital to national security, and federal agencies would be prohibited from participating in investigations initiated by foreign governments into these targeted entities. The bill contains no specific funding amounts or implementation timelines beyond immediate effect upon enactment.
