This bill amends the Justice for United States Victims of State Sponsored Terrorism Act to change how payments are distributed to a specific group of 9/11 victims known as "Havlish Settling Judgment Creditors." These are individuals and estates who have eligible claims from the September 11, 2001 terrorist attacks and were identified in a 2014 court settlement involving a New York property dispute. The bill requires that any funds previously held back or withheld from these creditors be released and paid out to them immediately. Going forward, Havlish Settling Judgment Creditors will be able to participate in future rounds of compensation payments on equal terms with other 9/11 claimants, even if they had previously applied for conditional payments. The changes are made retroactive to December 29, 2022, meaning they apply as though they had been in effect since that date.
