To amend title 38, United States Code, to provide for the automatic enrollment of eligible veterans in patient enrollment system of Department of Veterans Affairs, and for other purposes.
The EVEST Act requires the Department of Veterans Affairs to automatically enroll eligible veterans in the VA's patient enrollment system within 60 days of receiving their discharge information from the Department of Defense. This affects recently separated veterans, specifically those discharged or separated on or after 90 days before the bill's enactment. The VA must notify each automatically enrolled veteran by mail and email, informing them of their enrollment and providing instructions on how to opt out if they choose. By August 1, 2024, the VA must also ensure veterans can access electronic certificates of eligibility and an online opt-out mechanism. The VA and Government Accountability Office are required to submit reports to Congress evaluating the implementation process and the most effective methods for notifying veterans across different age groups and geographic areas.
