S. 5424, the Safeguarding The Overall Protection of Minors Act (STOP Act), would prohibit gender transition procedures on individuals under age 18, including puberty-blocking drugs, cross-sex hormones, and gender transition surgeries. The bill applies broadly to anyone who performs, attempts, or refers minors for these procedures when any interstate commerce is involved, such as traveling across state lines or using the internet or mail. The Secretary of Health and Human Services would be authorized to impose civil penalties of at least $100,000 per violation and to pursue enforcement through the courts, with collected funds deposited into a new Justice for Victims Fund. The legislation also establishes a grant program to fund nonprofit organizations that support individuals seeking to reverse gender transition procedures, providing them information and referrals for medical care, counseling, education, and other services. The bill exempts from its prohibition procedures for individuals with medically documented disorders of sex development and treatment of infections or injuries caused by prior procedures.
