The REMOTE Act requires federal executive departments to track and monitor remote workers' computer activity and office presence. Within 180 days of enactment, departments must establish policies to record login activity and network traffic for teleworking employees, with managers required to periodically review this data. Departments must begin collecting and retaining detailed metrics within one year, including average daily logins, connection duration, and network usage for remote workers, along with similar data for employees working at headquarters buildings using ID cards. The bill requires departments to publish aggregated login rate comparisons in their annual budget justifications while protecting personal information, allowing them to compare remote workers' activity levels to in-office employees. Additionally, agency leadership must document in writing whenever a manager revokes an employee's telework privileges and report to human resources offices about adverse effects of telework policies, including any increased disciplinary actions.
