This bill comprehensively addresses offshore wind energy development by establishing frameworks for wind farm construction, transmission infrastructure, and fisheries protection. The legislation creates a National Offshore Wind Transmission Task Force to coordinate federal and state permitting processes, establishes preferred transmission routes and corridors, and requires new design standards for offshore equipment.
