The DAMS for Beavers Act establishes a federal grant program to fund nonlethal methods for reducing property damage caused by beavers while protecting beaver habitat. The program, managed by the U.S. Fish and Wildlife Service, will award competitive grants to states, tribes, local governments, nonprofits, and public-private partnerships to implement solutions like protective fencing, tree guards, and water flow management devices instead of killing or trapping beavers. Eligible applicants must commit to using only nonlethal measures on funded properties for the duration of their projects, though exceptions exist for protecting human safety or meeting federal flood control requirements. The federal government will cover up to 75 percent of project costs, with the remainder funded by grantees. Congress has authorized $3 million annually from fiscal year 2025 through 2029 to support the program, with no more than 10 percent of annual funding available for administrative costs.
