The Department of Veterans Affairs will select three state cemeteries to participate, with at least one located in Appalachia and all in areas experiencing significant weather variations. The federal government will cover up to 50 percent of construction costs per cemetery, with a maximum of $2 million per cemetery and $5 million total, while states or private entities must provide matching funds. The department has 180 days to request applications from states and one year to select the three participating cemeteries. These shelters must be fully enclosed and accommodate up to 50 people with heating, cooling, and restroom facilities for burial services.
