This bill directs the Department of Homeland Security to establish a Northern Border Mission Center within one year of enactment. The Center will serve as a centralized operations hub focused on domain awareness, intelligence sharing, and coordination among federal, state, tribal, local, and international partners along the U.S.-Canada border and Alaska's maritime border with Russia. The facility will be located at an existing Border Patrol sector headquarters and will collocate personnel from U.S. Customs and Border Protection, the Coast Guard, Immigration and Customs Enforcement, and other relevant agencies to coordinate border security operations, provide training, test new border security technology, and monitor unmanned aircraft systems. The Center will also examine challenges specific to noncontiguous portions of the northern border. The bill requires annual reporting to Congress on the Center's activities and resource needs, but does not authorize any new funding—the Center must operate using existing departmental resources. The Center's authorization expires on October 1, 2027, unless Congress extends it.
