This bill establishes a five-year pilot program to tie federal employee pay directly to job performance starting 180 days after the law is enacted. The program applies to eligible federal employees in grades GS-11 through GS-15 and senior positions in roles with measurable performance standards, such as project managers, IT specialists, and claims processors, with each agency required to include between 1 and 10 percent of their eligible workforce. Employees who exceed performance expectations receive pay raises of up to 10 percent, those who meet expectations see no change, and those who fall short face 10 percent pay cuts along with mandatory training to improve performance. The bill requires agencies to establish clear performance metrics focused on productivity, quality, and timeliness, provide training and feedback to participating employees, and submit annual reports to the Office of Management and Budget documenting outcomes. The program requires no additional federal funding and will be evaluated by Congress after it concludes, with agencies able to opt out only if they demonstrate national security or public safety concerns.
