This bill would automatically cut 2 percent of all nonsecurity discretionary federal spending each year starting in fiscal year 2026. Nonsecurity discretionary spending includes funding for federal agencies and programs like education, transportation, environmental protection, and scientific research, but excludes military and national security spending. The cuts would take effect after the full year's appropriations bills are enacted and would be applied equally across all eligible accounts on a proportional basis. The Office of Management and Budget would be required to report to Congress within 30 days specifying which accounts and programs received the cuts. This automatic rescission mechanism would continue each fiscal year going forward unless Congress acts to change the law.
