Email companies would be required to publish quarterly transparency reports showing how many political campaign emails were flagged as spam, broken down by party affiliation, and must respond within four days to political campaigns requesting information about their email delivery rates and best practices. The law would take effect three months after enactment, with transparency reporting beginning 120 days after the law passes. The Federal Trade Commission would enforce the requirements and treat violations as unfair or deceptive business practices.
