This bill establishes a pilot program to speed up temporary housing after major disasters by allowing the federal government to contract with manufacturers and builders to construct manufactured and modular homes. Under the program, temporary housing units must be available within 90 days (or up to 120 days with an extension) after a disaster declaration and must meet applicable construction and safety standards, including flood resistance requirements. The housing can potentially be converted to permanent affordable housing after the disaster ends, and the bill authorizes guidelines for transferring these homes to local housing programs, nonprofits, or developers. The pilot program, overseen by the Department of Housing and Urban Development in coordination with the Federal Emergency Management Agency, is set to run for five years from the bill's enactment. Additionally, the bill allows the federal government to help disaster victims cover closing costs when purchasing homes through affordable federal financing programs.
