# Summary of S. 5527, CLEAN SMART Act of 2024 This bill establishes a Network of National Laboratories for Environmental Management and Stewardship to speed up the cleanup of nuclear weapons production sites and other federal nuclear waste locations. The network will coordinate expertise from major national laboratories to develop new cleanup technologies, reduce costs, and accelerate decommissioning timelines while improving safety and effectiveness. The bill creates a steering committee chaired by the Savannah River National Laboratory director and including representatives from six core national laboratories plus other labs with relevant expertise. The network's responsibilities include testing new treatment technologies, conducting independent reviews of cleanup plans, coordinating technology transfer, and providing strategic guidance to the Department of Energy's environmental offices. The legislation also requires the Department to improve coordination across federal agencies on environmental cleanup research through an Interagency Advisory Group and establishes a partnership between the Office of Environmental Management and the Office of Science to identify basic research needs. Additionally, the bill directs the network to develop a Technology Development and Deployment Framework updated every two years to guide the selection and deployment of new cleanup innovations. The bill authorizes $55 million annually starting in fiscal year 2025 for developing and implementing network activities, plus $3 million annually for operating and coordinating the network itself. This funding comes specifically for these purposes and does not affect other agency appropriations or prevent the network from supporting the core cleanup mission.
