The Buy Green Act of 2024 establishes a $1.5 trillion Clean Energy Fund within the Department of Energy to support federal procurement of clean energy products and materials from 2026 through 2035. The fund will finance purchases of covered products—including renewable energy, zero-emission vehicles, energy-efficient appliances, and sustainable building materials—by federal agencies and will provide grants to state and local governments and private companies to support similar purchases and manufacturing facility upgrades. At least 20 percent of purchases must come from small businesses, and grants to states and localities must allocate at least 40 percent of funds to disadvantaged communities and prioritize school bus electrification. The legislation includes strict labor requirements for all covered entities, including a minimum wage of $17 per hour indexed annually, prevailing wages for construction workers, paid family and medical leave, and neutrality toward labor organizing. Federal fleet replacement must be complete by the end of fiscal year 2033 with zero-emission vehicles, and all purchases must comply with domestic procurement requirements under Buy American provisions. A Green Procurement Oversight Advisory Board will oversee implementation and ensure compliance with procurement laws and labor standards.
