The bill requires the President to report to Congress every 180 days on North Korean support activities for Russia's war effort and to develop a strategy to counter such cooperation. The President may waive sanctions if certified as vital to national security, and humanitarian organizations are exempted from sanctions while conducting approved humanitarian work.
