The End Assistance to China Act would prohibit the U.S. government from providing foreign aid to the Chinese government, the Chinese Communist Party, and entities owned or controlled by either. The bill would also block assistance to any nongovernmental organizations working in China or Hong Kong that would use U.S. funding for their operations there. However, the legislation includes exceptions allowing aid for human rights promotion, democratic development, and support for Tibetan communities through education, health, and environmental programs.
