The LIVE Beneficiaries Act requires states to verify Medicaid eligibility by checking whether enrolled beneficiaries are still alive, beginning January 1, 2026. States must review the federal Death Master File at least quarterly to identify deceased individuals and automatically disenroll them from Medicaid while stopping payments for services provided after death. If a state mistakenly disenrolls someone based on incorrect death information, it must immediately reinstate their coverage retroactively to the original disenrollment date. The bill applies to all 50 states and the District of Columbia and allows states to supplement the Death Master File review with other electronic data sources while maintaining compliance with existing Medicaid rules. This legislation aims to prevent improper payments for deceased Medicaid beneficiaries and strengthen program integrity.
