The Protecting Global Fisheries Act of 2024 authorizes the President to impose sanctions against foreign individuals, entities, and vessels engaged in illegal, unreported, or unregulated fishing, as well as those involved in the illegal trade of endangered species. The sanctions tools available include blocking property and financial transactions, denying visas and entry to the United States, prohibiting access to U.S. ports, and restricting loans from American financial institutions. The bill directs the Secretary of State to work with international partners and allies to combat these activities, with particular emphasis on addressing illegal fishing by China, and requires the President to submit annual reports to Congress on sanctions imposed beginning one year after the law's enactment. The legislation also requires the State Department to brief Congress within 90 days and submit yearly reports for four years assessing global illegal fishing patterns, China's involvement, and the effectiveness of international efforts to address the problem. Exceptions to sanctions are included for humanitarian aid, crew safety, and authorized intelligence and law enforcement activities.
