This bill expands what the Pentagon's Defense Modernization Account can be used for by allowing those funds to pay for commercial technologies and services that meet urgent or emerging military operational needs, as well as infrastructure projects designed to speed up the deployment of new military capabilities. The changes apply only to funds transferred to the account after the bill becomes law. The legislation specifically amends federal defense law to add two new categories of allowable spending under the existing Defense Modernization Account. This gives the Department of Defense more flexibility to quickly modernize equipment and adopt new technologies without going through traditional procurement processes.
