This bill requires the U.S. Army to equip all of its high-mobility multipurpose wheeled vehicles, commonly known as Humvees, with anti-lock brake systems and electronic stability control kits by September 30, 2033. The Secretary of the Army must submit a detailed implementation plan within 90 days of the bill's enactment that outlines production steps, identifies potential obstacles, estimates the monthly retrofit rate needed, and provides a funding plan for the work. The retrofitting will take place at Red River Army Depot in Texas and its associated teams. The Secretary must also certify to Congress on March 1 of 2025, 2026, and 2027 that the Army's budget can support meeting this deadline. The bill aims to improve safety for soldiers by adding modern braking and vehicle stability technology to the Army's fleet of Humvees.
