The CREW Act establishes a new federal grant program to help cities and regions rebuild and improve transportation infrastructure at urban waterfronts. The program will provide competitive grants of at least $30 million each to eligible entities including state and local governments, metropolitan planning organizations, and nonprofit entities that have developed comprehensive waterfront development plans. Eligible uses for grant funds include reconstructing street networks, building pedestrian walkways, installing green infrastructure, creating flood protection features like seawalls, and improving stormwater systems. To qualify, applicants must demonstrate an urban waterfront development plan developed through public engagement that addresses economic development, housing, safety, and resilience to flooding and extreme weather, with identified investments of at least $200 million needed. The bill authorizes $300 million annually from the Highway Trust Fund for fiscal years 2027 through 2031 to support the program.
