This bill creates a new federal grant program to help pregnant women and new mothers by funding demonstration projects that provide short-term child care assistance, such as crisis nurseries. The Department of Health and Human Services will award competitive grants to states, tribes, nonprofit organizations, and other eligible entities to conduct these projects over at least three years, with priority given to areas with high maternal mortality rates and poverty. The legislation requires grantees to focus on serving vulnerable populations including low-income families, single parents, and families experiencing homelessness, and mandates they report on outcomes related to maternal health, child health, and child care quality. The bill authorizes $5 million in funding for each fiscal year from 2024 through 2026, with no more than 5 percent available for program evaluation, and requires the federal government to submit progress reports to Congress and issue recommendations based on the demonstration results.
