This bill would modify the Public Service Loan Forgiveness program to offer incremental debt relief to federal student loan borrowers working in public service jobs, even before they complete the current ten-year requirement. Under the new system, borrowers would receive partial loan forgiveness based on years of service: 15 percent of their loan balance after two or four years of public service work, 20 percent after six or eight years, and 30 percent after ten years. The bill applies only to federal Direct Loans taken out after the legislation is enacted and requires borrowers to submit employment certification forms signed by both themselves and their employers to qualify. While working toward forgiveness, borrowers' loans would be placed in deferment, and any interest accrued during years in which they receive forgiveness would be automatically canceled. The legislation does not specify dedicated funding, as loan forgiveness typically draws from existing student loan program budgets managed by the Department of Education.
