This bill would require Congress to forfeit pay whenever a government shutdown occurs, with members losing one day's salary for each day the shutdown lasts. For the current Congress (the 118th, which ends in 2024), withheld pay would be held in escrow accounts and returned to members at the end of their term to comply with constitutional restrictions on changing congressional compensation. Beginning in 2025, however, the pay reductions would apply permanently and directly reduce annual congressional salaries. The bill affects all members of the House and Senate and requires the Treasury Department to assist with administration of the escrow accounts during the transition period. The legislation was introduced in September 2023 with the deliberate acronym "MCCARTHY" as a response to concerns about government shutdowns and congressional responsibility.
