To require an officer or employee of the Federal Government who is required by law to appear on a regular basis to give oral testimony at a hearing of a committee of Congress to remain at the hearing until each member of the committee has been provided with the opportunity to question the officer or employee.

The No More Hard Stops Act requires federal officials who are legally required to testify before Congressional committees to remain at hearings until all committee members present have had an opportunity to question them. Currently, federal witnesses sometimes leave hearings before all members get their turn to ask questions, which this bill aims to prevent. The legislation also prohibits committee chairs from allowing members to ask second rounds of questions until all members who wish to question the witness have asked their first round. The bill takes effect immediately upon enactment and applies to all future Congressional hearings. This bill is primarily a procedural measure with no direct fiscal impact or funding requirements.
