This bill establishes spending limits on federal direct spending programs that lack specific authorized funding amounts. Within 90 days of enacting or reauthorizing such a program, the Office of Management and Budget must set a spending cap equal to either 120 percent of the program's estimated six-year cost (for defense, health, income security, and veterans programs) or 110 percent for all other programs. The OMB would maintain public scorecards tracking spending against these limits and report to Congress every six months on compliance. If a program reaches its spending limit during the six-year period, no new funds can be obligated to that program 30 days after the determination, and federal agencies must inform program participants that future benefit availability may be affected. The bill excludes Medicare and Social Security from these requirements and does not authorize any additional funding for implementation.
