The Global Electoral Exchange Act of 2024 authorizes the Secretary of State to establish a program that brings together election officials and administrators from the United States and other countries to exchange best practices on conducting secure and fair elections. The program would focus on areas like cybersecurity, vote tabulation, preventing election interference, resolving disputes, and eliminating discriminatory voting practices. The Secretary of State would award grants to nonprofit organizations with expertise in election systems to design and implement educational exchanges where foreign election officials study U.S. procedures or American officials travel abroad to study other countries' systems. The bill prohibits the program from observing elections to assess their legitimacy or advocating for particular election outcomes, and it requires coordination with state and local U.S. election authorities. The legislation authorizes five million dollars annually for fiscal years 2025 through 2029, and requires the State Department to brief Congress annually on program activities, participating organizations, and recommendations for improvement.
