This bill establishes a 15-member Commission on Equity and Reconciliation in the Uniformed Services to investigate the historical and ongoing discrimination against LGBTQ servicemembers and veterans. The commission will document policies targeting LGBTQ individuals since World War II, hold public hearings to gather testimonies, and examine the physical, mental, financial, and professional impacts of discriminatory policies on those discharged because of sexual orientation or gender identity. The commission will also investigate how these discriminatory policies disproportionately affected racial minorities, women, and people perceived to be LGBTQ. Within one year of its first meeting, the commission must submit a report to Congress with recommendations for remedies, including potential federal apologies, streamlined discharge upgrade processes, improved visibility of LGBTQ service contributions, enhanced diversity training, and expanded healthcare resources for LGBTQ servicemembers and veterans. The commission will terminate 90 days after submitting its final report, with Congress authorized to appropriate whatever funding is necessary to carry out the investigation.
