The DRAIN THE SWAMP Act requires federal executive agencies to relocate at least 30 percent of their headquarters employees to offices outside the Washington metropolitan area within one year of the bill's enactment. Relocated employees would have their pay adjusted based on their new location's pay rates and would no longer be allowed to work full-time remotely, though employees with disabilities who have approved telework accommodations would be exempt from relocation. The bill also directs the Office of Management and Budget to reduce federal headquarters office space by at least 30 percent within two years, with priority given to selling buildings and consolidating agencies. Additionally, agencies must report annually starting in fiscal year 2026 on the number of headquarters and remote workers, and affected employees would not receive relocation incentives or bonuses for the mandatory move.
