# Fostering Reform and Government Efficiency in Defense Act (FoRGED Act)
The FoRGED Act is a comprehensive defense acquisition reform bill designed to streamline how the Department of Defense buys weapons, equipment, and services. It makes major changes to procurement procedures, acquisition organizational structure, and budget processes to speed up innovation and reduce bureaucratic delays.
The bill eliminates numerous outdated statutory requirements and reporting mandates that have accumulated over decades, removing hundreds of specific reporting obligations and regulatory provisions that the Defense Department says create inefficiencies. It significantly raises procurement thresholds—for example, increasing the micro-purchase threshold from $10,000 to $100,000 and the simplified acquisition threshold to $10 million—allowing faster purchases of lower-value items without extensive review.
The legislation establishes new organizational structures, including creating a Joint Requirements and Programming Board to streamline decision-making and introducing "portfolio acquisition executives" to replace traditional program executive officers with more flexible authority. It creates new rapid acquisition pathways for prototyping and fielding capabilities in two to five years, establishes dedicated software acquisition procedures for faster technology deployment, and broadly expands use of commercial products and services rather than defense-unique solutions.
The bill significantly benefits nontraditional defense contractors—companies without extensive military backgrounds—by exempting them from numerous compliance requirements, expanding their access to commercial solutions competitions, and allowing alternative pricing methods for evaluating their proposals. It also includes provisions to develop secondary suppliers and manage supply chain challenges, requiring the Defense Department to spend at least 2-3 percent of its procurement budget on activities that create alternative sources of supply and support industrial capacity.
