This bill reauthorizes and extends the Wildfire and Hurricane Indemnity Program Plus (WHIP+) through 2024 to compensate farmers and ranchers for crop losses caused by qualifying disasters in 2023 and 2024. The program covers losses from hurricanes, wildfires, high winds, excessive heat, freeze events, drought, and other weather-related disruptions, and also includes separate assistance for on-farm storage losses and milk losses. Eligible producers and dairy processors can receive direct payments calculated by netting out crop insurance indemnities, with payment limits based on average farm income from 2019-2021, and specialty crop producers may qualify for higher payment limits. The bill authorizes $8.5 billion in appropriations to carry out these programs, with up to 1 percent of funds available to streamline applications and reduce administrative burden on county offices. The legislation exempts the assistance from certain federal transparency and accountability requirements.
