# Summary The ICEE HOT Act of 2024 creates a new energy efficient appliance rebate program to speed up the adoption of clean energy technologies in homes and industry. The program provides rebates covering up to 30 percent of the manufacturing, distribution, installation, and servicing costs for qualified products like electric heat pumps, heat pump water heaters, electric stoves, smart electrical panels, and industrial heat pumps. State energy offices administer the program and distribute rebates to contractors, distributors, manufacturers, and consumers who purchase these products. The bill prioritizes equity and labor standards by requiring that at least 40 percent of rebate funding go to disadvantaged businesses or contractors employing disadvantaged workers, and providing an additional 10 percent bonus for union labor operations. Rebate recipients must pass through at least 85 percent of the rebate value to consumers or the next entity in the supply chain as price reductions. All eligible products must have at least 55 percent of their components made in the United States. The legislation authorizes $10 billion in federal funding for the program from fiscal years 2025 through 2032, distributed to states that establish compliant rebate programs.
