The CLEAR Path Act tightens restrictions on former senior government officials working for foreign interests. The bill extends post-employment lobbying restrictions to apply to Senate-confirmed appointees, including cabinet secretaries and their deputies, preventing them from representing foreign governments before U.S. officials for two years after leaving office. For officials who worked on issues related to countries designated as "countries of concern," the restriction becomes permanent with no expiration date. The bill requires agencies to notify officials of these restrictions when they are appointed and when they leave office, and applies only to officials appointed after the law's enactment. The new restrictions expire five years after the law takes effect, and the Secretary of State can propose adding or removing countries from the "country of concern" list, subject to congressional approval through a joint resolution.
