This bill would impose comprehensive sanctions on Turkey and restrict U.S. military support to Turkey in response to Turkish military operations against Kurdish forces in Syria. The legislation would block assets of Turkish government officials including the president, defense minister, and foreign minister within the United States, prohibit those officials from entering the country, and ban American individuals and companies from conducting business with sanctioned Turkish officials and entities. The bill also prohibits the sale of defense articles to Turkey's military, prevents American purchase of Turkish government debt, and targets foreign financial institutions and companies that support Turkish military operations or energy production in Syria. Sanctions could be lifted only if Turkey halts attacks on Kurdish communities, withdraws from Syrian territory occupied since November 27, 2024, and stops hindering anti-ISIS operations. The bill, introduced by Senators Graham and Van Hollen in December 2024, reflects Congressional concern that Turkish military actions threaten U.S. counterterrorism efforts and alliance partners in the region.
