This bill would withhold pay from all members of Congress if they fail to meet two fiscal deadlines. First, if Congress does not agree on a budget resolution by April 15 of any year, members would lose their compensation starting April 16 until a budget is approved. Second, if Congress does not pass all regular appropriations bills by September 30, members would lose their compensation starting October 1 until the bills are passed. The bill applies to both the House and Senate, as well as Delegates and Resident Commissioners, and begins with the 119th Congress. No specific funding is allocated since the bill only affects existing congressional pay that would be withheld under these circumstances.
