The Learn and Serve America Reinvestment Act provides 40 million dollars in annual funding starting in fiscal year 2024 for the Learn and Serve America program, which supports service-learning initiatives in schools and communities. At least 20 percent of the funds must support part one of the program and at least 80 percent must support part two, while the legislation also authorizes funding for at least 10 additional staff members at the Corporation for National and Community Service to manage the program. The bill expands eligibility for the program to include local school districts and consortiums of school districts in addition to the state educational agencies currently allowed to participate. The legislation also creates new competitive grant opportunities for state educational agencies, territories, and Indian tribes, with the Corporation required to reserve between 2 and 3 percent of appropriated funds specifically for the Bureau of Indian Affairs. Finally, the bill requires the Corporation to report annually to Congress on how the funds are distributed among different types of grantees and how those recipients are using the money.
