This bill, called the Pipeline to Service Act, aims to make it easier for recent college graduates to find and secure jobs in the federal government. The Office of Personnel Management would establish a program partnering with colleges and universities to recruit and mentor students, with special focus on historically underrepresented communities, and would provide training on federal job applications and resume writing. The bill also increases positions in the Presidential Management Fellows Program by doubling available slots from 2022 through 2027, raises the minimum hourly pay for federal interns to $15 per hour with automatic annual adjustments, and allows interns outside the Pathways Program to convert to permanent federal jobs. The legislation authorizes $15 million annually from fiscal years 2025 through 2029, with at least 30 percent directed toward recruiting students from minority-serving institutions, community colleges, and land-grant universities.
