Referred to the Committee on House Administration, and in addition to the Committees on Oversight and Accountability, and Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would penalize members of Congress financially whenever a government shutdown occurs. Under the legislation, each House member and Senator would face a daily fine equal to one day's worth of their salary for every day the shutdown remains in effect, meaning a member's total fine would accumulate based on the shutdown's length. The fines would be deducted automatically from members' paychecks after 30 days if unpaid, and members would be prohibited from using campaign funds or official office accounts to cover the costs. The bill applies to all members of Congress serving during a shutdown, which is defined as any lapse in appropriations for federal agencies or departments due to failure to pass a regular appropriations bill or continuing resolution. The enforcement and implementation of the fine system would be handled by each chamber's administrative officials, including the Sergeants-at-Arms and relevant committees.
