This bill requires the President to submit a comprehensive strategy report on U.S. involvement in Ukraine to Congress within 30 days of enactment. The report must define American national interests in the conflict, identify specific objectives to protect those interests, and for each objective provide time estimates, measurable benchmarks, and resource requirements including funding and personnel. The strategy must aim toward achieving a cease-fire agreement between Russia and Ukraine while being independent of any U.S. commitment to fund Ukrainian reconstruction, and the report must also assess NATO allies' security assistance contributions and Russia's influence over Europe's natural gas market. The report will be submitted in unclassified form with a classified annex if needed, and must be shared with the House and Senate Armed Services and Foreign Affairs committees as well as any member of Congress who requests it.
