The No Work, No Pay Act of 2023 would impose financial and operational penalties on members of Congress during government shutdowns. The bill prohibits senators and representatives from directly soliciting campaign funds or making campaign expenditures while a shutdown is in effect, and bars the use of federal funds to pay for their travel outside the Washington metropolitan area during shutdowns. Members of Congress would also have their annual pay reduced by one day's salary for each day a government shutdown occurs, though the current Congress would have withheld pay held in escrow and returned after the 2024 election to comply with constitutional salary protections. The legislation applies whenever there is a lapse in appropriations for any federal agency or department due to a failure to pass a regular appropriations bill or continuing resolution.
