The Eviction Protection Act of 2023 establishes a new Office of Eviction Prevention within the Department of Housing and Urban Development to coordinate federal efforts to prevent tenant evictions and protect renters from removal. The office would be headed by a director in the Senior Executive Service and would administer the Eviction Protection Grant Program, establish a national database on evictions, coordinate with other federal agencies on prevention strategies, and provide technical assistance to grantees and local governments. The bill defines evictions broadly to include court-ordered evictions, illegal evictions such as changing locks or shutting off utilities, public housing removals, and early lease terminations. The legislation authorizes $100 million annually for fiscal years 2024 through 2028 for both the grant program and the office's operations and personnel. The bill would transfer administration of the existing Eviction Protection Grant Program from the Office of Policy Development and Research to this new office.
