Specifically, it moves job counseling and training, federal employment services, military reemployment rights administration, homeless veteran programs, and transition assistance for service members leaving active duty from Labor to Veterans Affairs. The bill also creates a new Deputy Under Secretary position within Veterans Affairs to oversee these programs and consolidates two existing veteran employment specialist positions into a single role. To prepare for the transition, the Secretaries of Veterans Affairs and Labor must conduct a joint study within one year of enactment and submit a report detailing implementation plans, costs, staffing changes, and training needs. The legislation includes various technical changes to federal law to reflect the organizational shift and ensures that all existing contracts, regulations, and pending cases continue under the new agency structure.
