The bill establishes a fund from confiscated Iranian assets specifically for purchasing defense articles and services for Israel, with the President required to liquidate any non-cash assets and deposit the proceeds into this fund. The legislation also prevents the release of any blocked Iranian assets unless the President certifies that hostilities between Hamas and Israel have ceased and either Israel has been fully compensated for damages from the attack or Iran is participating in an international compensation mechanism.
