This bill requires manufacturers of cleaning products to disclose all intentionally added ingredients on product labels or easily accessible company websites. The law applies to general cleaning products, air care products, automotive products, and polishes used for janitorial or domestic purposes, but excludes pesticides, personal care items like shampoo and toothpaste, and industrial products. Manufacturers must list ingredients in descending order by weight using standardized chemical nomenclature systems, disclose fragrance allergens present at concentrations of 0.01 percent or higher, and provide their contact information and website addresses on labels. Companies can protect certain ingredients as confidential business information if they meet existing trade secret protections, but must then provide generic chemical names instead. The requirements take effect January 1, 2026, though products manufactured before that date have a transition period. The bill also allows the Federal Trade Commission to issue regulations and requires consultation with the Environmental Protection Agency on hazardous substances that should be disclosed.
