The SHINE Act of 2023 directs the Secretary of Energy to develop and promote a voluntary streamlined permitting and inspection process for residential renewable energy and electric vehicle charging systems at the local and state level. The program would create an online permitting platform that allows homeowners and installers to apply for permits more quickly and efficiently, along with a standardized inspection protocol that could use remote inspections or sample-based reviews for trusted installers. The bill affects state, local, county, and tribal permitting authorities, as well as homeowners and renewable energy installers by reducing bureaucratic delays that currently slow down the adoption of solar panels, battery storage, electric vehicle chargers, and hydrogen fuel cell systems. The Secretary of Energy would provide technical assistance and training to help jurisdictions adopt these streamlined processes and may certify jurisdictions that implement them, along with awarding prizes to encourage participation. The legislation authorizes $20 million annually from 2024 through 2027 to support these efforts.
