This bill provides approximately 10.1 billion dollars in emergency supplemental funding to support Israel in response to the October 2023 conflict. The Department of Defense receives about 10 billion dollars across multiple accounts, including 4.4 billion for general military operations and maintenance, 801 million for ammunition procurement, 4 billion specifically for Israel's Iron Dome and David's Sling air defense systems, and 1.2 billion for developing Israel's Iron Beam defense system. The Department of State receives 200 million dollars for diplomatic programs and emergency support in Israel and affected areas, plus 3.5 billion in military financing grants that Israel can use to purchase advanced weapons systems. All funds are designated as emergency spending and require the President to designate them as such, with most appropriations remaining available through fiscal year 2025 or 2027 depending on the specific account.
