The two individuals have two years from the bill's enactment to file their applications for permanent residence and pay the required fees in order to qualify for these benefits. Once they receive permanent resident status, the Secretary of State will reduce the number of immigrant visas available to natives of their birth country by two to offset the grants. Additionally, the bill specifies that their natural parents, siblings, and brothers cannot use their relationship to these individuals to gain any special immigration benefits.
